Although Kroger was slated to open across from Interstate 10 in the Heights, Houston City Council is now back tracking due to a controversial 380 agreement that reimburses Kroger for updating the surrounding infrastructure, specifically to, "extend a street, install traffic lights, put in sidewalks and landscape medians" similar to the deal Wal-Mart struck with the city last year.
